The GIMP can be downloaded at gimp.org. It's available for Mac, Windows, Linux (I believe it's usually default though. I may be wrong) and the source code is there as well, in case you run a completely off the wall operating system...It's also free. Always an extra perk.

A tutorial that was originally for two friends of mine on this site: ~Globman and ~The-Bassoon-Godess. Now this tutorial is in the top 10 of its category (Over a 1000 views...Dang). So I'm rewriting this comments to sound much better.
A lot of screen shots...a lot of cutting and pasting...And definitely a lot of windows...A lot of typing. You get the point. I spent three hours on this puppy.
I have terrible spelling. Please excuse any errors. GIMP does not have spell check (this was put together using GIMP). I used Fedora 3 (I was using my Dad's computer, I run Windows XP Professional), so my window styles here will be slightly different, but a lot of Windows users have told me it doesn't matter much. You get the information still.
As with any tutorial, this isn't the only way to color. There are other ways...You'll see some suggestions below in the comments (such as Color to Alpha option instead of multiply, that does in fact work for sketches...It might be better even.)
It's a good tutorial! I have a suggestion though. Well, not really, more like an option. Instead of right clicking the lineart layer, you can select it, go to layer>Transparency and select color to alpha. If you set it to white, it will make all the white transparent, and it works for any other color too.

Hmm, I think quality 90 for the JPG picture is quite fine. BUT you should also mention to look at the advanced settings, use smoothing (11 works great for me), set DCT as "floating point" and finally, if your image has contrastive lines (like sharp black-white-colour borders, like almost every drawing has) use subsampling at 1x1,1x1,1x1 - this prevents excessive loss of colour data at the sharp contrastive boundaries. I hope this helps a bit .
